Applications must describe how identification methods and services can be adapted for all students.; Applications must describe how proposed programs can be evaluated.; Funded programs must include training for personnel in identification and education of gifted and talented students.; Funded programs may include research on methods for identifying and teaching gifted and talented students.; Funded programs may include establishing and operating programs for identifying and serving gifted and talented students.
