Must be pursuing a Ph.D. (other doctoral degrees are ineligible).; Must be a U.S. Citizen or have permanent U.S. residency.; Must be applying to a participating institution in a participating state.; Specific residency requirements apply for Georgia, Maryland, South Carolina, and Virginia.; Arkansas, Alabama, and Kentucky consider out-of-state applicants after in-state.
