Mailing Free Matter for Persons Who are Blind or Visually Impaired

Eligibility
Certified participants in the Library of Congress National Library Service for the Blind and Physically Handicapped; Blind persons with visual acuity of 20/200 or less in the better eye with correcting lenses; Blind persons with a visual field of no greater than 20 degrees; Persons with physical impairments that prevent reading standard printed material; Residents of the United States, its territories, or American citizens domiciled abroad
Requirements
Certification by a competent authority (e.g., doctor, nurse, therapist, librarian) in writing; Items must be unsealed and contain no advertising; Items must be in Braille, 14-point or larger type, or sound recordings; Must include 'FREE MATTER FOR THE BLIND OR HANDICAPPED' in the upper right corner of the address side

Submit evidence of eligibility to the local Post Office where mailings will be made or received
